Voda knows only what people report. This page says how reports are counted and shown, where that can go wrong, and what will be published as open data.

How we count

Areas, not addresses

A report is placed in a small area about 135 m across, inside a larger one about 360 m across. The exact position is dropped before anything is saved. The map shows areas, and where it draws a report as a dot, the dot is at a random place inside its area, never where it was sent from.

One voice per person

Within an hour, a phone's second report in the same area corrects its first. After that, its answers update the report and replace the earlier answer on the map, so each person counts once however often they answer.

A check against bots

Every report, update and deletion passes Cloudflare Turnstile, an invisible check that the sender is a browser used by a person.

Old reports fade

A report weighs less as it ages: half as much after 6 hours. Without an update, it closes 24 hours after its last answer. A report that closed this way is never counted as the water being back: silence is not evidence.

What this cannot rule out

There are no accounts and no IP addresses, by design. Someone who clears their browser or uses several phones can send more than one report, and anyone can report something that is not true. Read one report as a signal, and several neighbours saying the same as a pattern. The map shows how many reports each area has, and how old they are.

Open data: coming

What will be published

Counts per area and hour or day: how many said strong, medium or weak pressure or no water, for how long the water had been out, and on which floors. Under the CC BY 4.0 license, free for anyone to use with credit: residents, researchers, journalists, water utilities and city services.

What never will be

Single reports, exact positions, device codes or anything else about a person. Individual reports are deleted after 90 days; only the counts are kept.

When

Not yet. The counts are kept from the first report on, so nothing is lost while there is too little to be useful. This page will say when the data is out, and where to get it.
